EDUCATION

As your County Council Representative I will……..

• Always put children first by fighting for increased funding from Federal and State governments to ensure that the Prince Georges County School System budget is fully funded to Support educational initiatives that will prepare them for college and be career ready.
• Continue to work with civic groups, homeowner associations and PTA’s to foster a true partnership in the learning process between parents, students, teachers, and school administrators.
• Improve the learning environment for our children by ensuring that schools are safe and conducive for learning, and I will mandate that all schools must be air conditioned.
• Reduce the attrition rate of teachers, principals, and school administrators by demanding a benefit package comparable to local jurisdictions.
• Fight for and fund Career, Vocational, and Technical training programs where I have been a tireless proponent for making these programs more robust, vibrant and meaningful. I will continue to fight to take away the stigma that some have about such programs and welcome community stakeholders to have an open dialogue to discuss the issues.
• Be an advocate and serve as a catalyst for getting hi-tech equipment and labs established in County schools.

Arthur values our schools and have been a supporter and advocate of our school system for years. He testified for the benefit of the Prince Georges County School System on many occasions.

PUBLIC SAFETY

As your County Council Representative I will……..

• I will let our Public Safety workers know that they are valued and supported by ensuring that they have the resources and equipment to keep District 6 residents and businesses safe.
• I will back this support up by proposing increased funding so that the employees can provide for their families by earning fair, living, and sustainable wages; thus reducing the attrition rate of our Police, Fire, and EMS workers.
• Fight for improved training, technology, and equipment as needed by our Public Safety professionals.
• Work with our neighbors in the District of Columbia on a strong and true Cross-Border Initiative to protect our District 6 communities that border Washington, DC.
• Work with Homeland Security to obtain increased funding to provide better security and safety for those who live, work, play, and pray in District 6 and our beloved Prince George’s County.
• Put the word out on the streets that recess is over and that we have a “Zero Tolerance Policy” for those who seek to rob, steal, rape, kill, and commit other crimes in District 6 and our County.

As the president of the Towns of Kettering homeowner’s association, Arthur initiated the purchase of two bicycles (for police bike patrols in District 6), winter and summer uniforms, and equipment for two County police officers. As a graduate of the Prince George’s County Police Civilian Police Academy and a long-time supporter of our Public Safety professionals, Arthur will work hard to keep our communities safe.

ECONOMIC DEVELOPMENT

As your County Council Representative I will……..

• Continue to foster initiatives to encourage Federal and State agencies, as well as businesses to locate in Prince Georges County. .
• Put together a strong and viable Transit Oriented Development plan that truly utilize Metro Stations throughout the County.
• Lessen the reliance that the County has on residential development. The current economic condition of the County affirms the soundness of this plan.
• Fight for Family and Life Sustaining Wages by creating opportunities for minority, women, and locally owned businesses to participate in ALL county government funded development projects and contracts. Preference must be given to County based businesses in the awarding of contracts and projects for our local business to grow.
• Help create an industry zone, promote, and develop a market for Prince George’s County with a Bio Tech Corridor comparable to neighboring jurisdictions.
• Create a “Destination Point” for Prince George’s County that can serve to attract tourists and generate revenue 365 days a year. The creation of a “Destination Point” can serve to attract busloads, of tourists, each and every day.

Arthur understands business and has been on the front lines of business development for years.

HEALTHCARE

• Promote initiatives for the creation of a new viable healthcare system that addresses the quality of healthcare in our communities in our County. I will mandate that this plan includes a new hospital and development and implementation of a countywide health system plan.
• Be an advocate for community health centers so that people of all income groups and all areas of the County will have access to the delivery of quality healthcare service and foster dialog with local communities to discuss healthcare issues, challenges, and problems to help implement a healthcare program that truly works.

My friends, far too many people in the County suffer from mental illness and drug dependency. Prince George’s County does not have enough strong programs that address these issues. I will fight for treatment programs for those who suffer from mental illness and drug dependency.

Many who are addicted to drugs wreak havoc on our society by robbing, stealing, car-jacking and committing other crimes to finance their drug habits. Unfortunately, they too engage in the sex trade to support their drug use which has contributed to the high number of people who have contracted sexually transmitted diseases (STDs).  Research has shown us that it is best to address the problem early by creating proactive initiatives that have yielded success.

TRANSPORTATION

• Reduce congestion on County roadways, the Beltway, and major arterial roads by creating jobs in the county through the development of a Commercial Office presence by Federal and State government agencies.
• We must ensure that Prince George’s County presents the right “shovel-ready” projects for consideration when opportunities are available from the Federal and State governments.
• Ensure that the roads are built that adequately address the increasing population of the county. As residential projects are approved, a component of that approval process must be the building and completion of the roadways to accommodate the increased traffic.

OVERSIGHT, TRANSPARENCY and ACCOUNTABILITY

• Support initiatives that require oversight of all County agencies in public hearings with community involvement in an effort to make County government more accountable and transparent.  Honest Government must be our mantra.

As a respected and trusted community advocate and business leader for over 20 years, I have been consistent in addressing all of these issues with a proven record of results.  I will represent your voice, interests, and issues on the County Council.
